Can the TV turn off when time is up?
Yes. Plug the TV into a Tuya smart plug: it powers on when the session starts and off when it stops.
Can I charge for extra gamepads?
Yes. Add them as rental items and they go onto the session bill.
Does it handle VIP rooms?
